Recently, the Prime Minister has issued Decision No. 299/QD-TTg dated 25^th February 2011 promulgating the list of legal documents detailing the implementation of the Laws passed by the Legislature XII of the National Assembly at the 8^th Session and assigned the presiding bodies to draft and submit them to the Government and the Prime Minister for issuance. The List of Laws stated in this Decision including: Law on Administrative Procedures; Inspection Law; Law on State officials; Law on consumer right protection; Law on Environmental Protection Tax; the Law on amending and supplementing a number of articles of the Law on Securities; Law on amending and supplementing a number of articles of the Law on Insurance Business and Law on minerals.

Amongst these Laws, with respect to the Law on amending and supplementing a number of articles of the Law on Securities taking effect from 1^st July 2011, the Prime Minister assigned Ministry of Finance to draft two decrees, namely: a Decree detailing the implementation of a number of articles of the Law on Securities expected to submit to the Government in May of 2011 and a Decree on amending and supplementing a number of articles of Decree No. 85/2010/ND-CP on penalties for administrative offences in securities and securities market sector expected to submit to the Government in September of 2011.

In addition, with respect to the Law on amending and supplementing a number of articles of the Law on insurance business taking effect from 1^st July 2011, the Ministry of Finance was also assigned to draft a Decree amending and supplementing a number of articles of Decree No. 45/2007/ND-CP dated 27^th March 2007 of the Government detailing the implementation of a number of articles of the Law on insurance business and Decree No. 46/2007/ND-CP dated 27^th March 2007 of the Government on financial regime for insurers and insurance brokers expected to submit to the Government in April of 2011.

The Prime Minister required the presiding bodies to expeditiously draft and submit to the Government and the Prime Minister for issuing such documents in guarantee with the quality and schedule. This Decision takes effect from the signing date for issuance.
